Download and install OpenIV software.
Run the OpenIV program.
second stage:
Navigate to x64i.rpf \ levels \ gta5 \ vehiclemods \ wheels_mods.rpf and click Edit mode at the top of the program and click Yes.
Click on the + sign at the top of the program and select all the files in the Wheels folder that you downloaded and extracted and click Open.
