1:Copy fmgt18 folder to
X:\Grand Theft Auto V\mods\update\x64\dlcpacks

for non mod folder
Copy fmgt18 folder to
X:\Grand Theft Auto V\update\x64\dlcpacks

2:Use OpenIV extract
X:\Grand Theft Auto V\update\update.rpf\common\data\dlclist.xml
then use notepad open it,add new line

dlcpacks:\fmgt18\

Save it and use OpenIV replace it.

Spawn name: fmgt18
Install Gameconfig(Add-On Crash Fix)
